Shi and Hao’s entry, titled Weathered Authority, reimagines New Orleans’ historic Harmony Circle as a dynamic urban landscape. Their vision integrates rainwater absorption, public engagement, and temporal adaptability—transforming the site into a living system that evolves with its community.
